Veterans Day and its federal observed date

Veterans Day is November 11. Under the standard rules for federal employees who work Monday through Friday, a Saturday holiday is generally observed on the preceding Friday, and a Sunday holiday on the following Monday. The Office of Personnel Management explains these rules. They describe federal work schedules; they do not tell us when hospitals close or how deliveries are scheduled.

In SSA U.S. records from 2000 through 2014, November 11 itself was the federal observed date in 10 years. Its matched-weekday comparison was almost level in that group. The 5 weekend occurrences had a difference of +1.5% from nearby dates on the same weekday.
